Because sometimes it is better to answer a question with another question, don't you think? It makes the person think on their own. Another thing, you don't have to specify some not all. When you say some, that automatically implies not all.

Yes, frequently I answer a question with a question. Examples are: Why are all ___________ so stupid? to which I reply "What makes you think they are?" or "Why all all Mexicans fat?" to which I reply "Please cite the source of your information." Sometimes we get the "If..." questions, and I may reply they are not, so why ask?
If you are going to make a claim here, give some proof of your claim, or I will ask a question about it. Simple as that.

Some questions out there leave me with questions and not answers because the writer left out pertinent information. I've answered with a question before.

Because it's easier to lose five points than ten and usually the first question is a lead in to the second question. Such as an "if so then why?" type of situation.
