I'm having to relie on my memory here, but I believe the Russian Army sports rules count KOs and TKOs separately to avoid KO-Inflation so commanders can better assess a fighter's potential. And since the military produces standard products as much as it can, it's only natural--I would imagine--that Tkachev would have a large number of "Decisions" since he would be up against other guys almost as good as himself.
And I don't know about King being a promoter instead of a manager. Perhaps Tkachev's people meant that King would manage Tkachev's career and not his training or ring tactics.
All this is just conjecture on my part, of course.

ADDED: Well, ah, again, I'm just having to guess at what the Russian military environment is for their top boxers but, HEY!, how many White House security guards can you name, huh?
So, MAYBE, the Russian Army suppressed the guy's accomplishments in order to protect his identity. After all, he was a member of the Kremlin's TOP SECURITY guard unit. Well, that's my understanding anyhow, according to the magazine I read about all this--TOP GUARD!
You may be able to buy it at your local Krogers.
