During work hours if you want to carry on with co-workers.
Before or after work if you'd prefer to be social with people outside the workplace. The time of day can vary as many people work different shift hours. The graveyard shift for example, you'll probably want to party after 7:00am!

You can have all the alcohol in the world, and if you're a tired grump, no ones going to like you. Alcohol only enhances how you feel, and removes reasoning capacity.

usually it would be at 7.p.m. because night is a time to be liberated from the business of daytime. and people would really look their best at night. Kudos! ^_^
