I would estimate that 80+ percent of bullies are only looking to pick on someone they know will not fight back (because most of them are cowards). I solved most of my problems when I was in school by just being willing to fight, win or lose, because that isn't how a bully wants the person they are picking on to react.
However, I strongly suggest that your brother learn about something called elbow weapons. There are elbow strikes in basic karate which are very easy to master and do a lot of damage very quickly if someone gets too close. You should be able to find a book in a local library or direct him to a good web site.

You can stand up a twin mattress and hold it from behind so he can practice the strikes if you don't have access to a punching bag.
Remember, he will be much better off having one weapon he knows how to use than he will having several that he hasn't mastered. He isn't going to learn karate over night, but a couple of elbow strikes will probably end his problem with this bully.
Oh yes, if he does it at school be prepared for the school blaming your brother for everything that happened. It's a normal failure of the schools and is best dealt with by just telling your side, listening to their stupid comments, and trying to forget their stupidity later.

Your little bro is going to start defending him self or its going to continue. He doesn't Newcastle have to fight him but just stand up for him self.If the bully encounters resistance from him he'll eventually stop. If hes getting beat up constantly maybe its time for some self defense classes

I guess you'll just have to teach him how to fight. A good smack in the chops is the only thing that works against bullies, in my experience.

Hire a body guard for him - eventually, the bully will get bored and find someone else to pick on.

*sigh* teach him to fight, or walk him home from school. or tell him to stay with his friends and never be alone at school. then, either the bully will get bored, or one day, necessity will teach him to fight back and the bully will get his.

You should never let him be alone and tell him to be near a teacher and/or an adult,and tell him to inform an adult.

make friends with tha biggest kid in school.... then stab him. everyone will think he's a badass. i've never tried it before but i think it'll work.
