I would order a product from Jeffers Pet or PetEdge (both online or you can call the 800 number) designed to keep cats away. Personal, I would choose the granules which not only contain a repellant, but also discourage them by its granular nature.
Second, I would use a product like Odoban (you get it at Sam's) or Simple Solution (available again from Jeffers or PetEdge), to neutralize the smell.
One person mention that this odor may be cat *spray*. An unneutered male has to most AWFUL smell! If you have unaltered females around, that may be attracting these Tomcats. Obvious solution is to spay them.
Finally, if you know the owners of these cats, you could diplomatically talk to them as you have here. It's obvious you don't hate cats, just prefer not to have them toilet around your door!

Can you install a gate or a fence?
If the urine is on a hard surface then you are not getting all the scent cleaned up. They can still smell it so they continue to use the same area. Placing a litter box in the area can help. When they get used to using it instead, start to move it further away.
Soft surfaces (usually indoors) have had some luck with a layer of tin foil. They seem to hate the feel of it on their pads.
If it is not urine and it is in fact "Spray" That's a whole other problem. Do you have a cat? Has it been spayed or neutered?
Talk to your vet or an herbalist, they may have some other ideas.
Perhaps there is a natural herb you can plant that will repel them.

Go to your pet store and look for 2 products...first, one designed to repell cats, second, something for cat urine smell to keep them from coming back. If there is food of some sort outside your home, get rid of it. If you want the cats near your home...consider putting up a little "house" of sorts for them with a litter box. Place some of their waste in the box, and try to get them to use it. Maybe they'll leave your garden alone then.

user-friendly one 0 one - nail the flap close and shop your cat interior no matter if it truly is being placed in harms way. we've 2 cats and stay interior some one hundred ft of a feral colony. The lead feral cat used to attempt to kill our neutered male cat so we only kept him interior the abode till the feral cat died. the female cat became familiar via the feral cats and hunts with them.

get a pellet gun, shoot it in the *** and that will stop it
OR do what I did, I got sub sonic .22 ammo for my Marlin .22 and killed my neighbours cat and then left the cat on their doorstep, thinking they would enjoy that, I mean, people LOVE it when their cats bring them carcasses of animals they've just tortured, right?
I had asked time and time again for them to keep there cat on a leash or confined indoors. They REFUSED. Keep in mind, I keep MY dog confined to my yard, actually he does this naturally, because he is smart enough to KNOW his boundaries and when I'm not home, he is confined, just in case.
So, I treat trespassing cats like I do any other vermin and varmint that comes into my yard and invades my garden.
I know what you mean about the smell, cats stink almost as bad as skunks.

The sell products to spray around areas where you don't want cats (or dogs.) The problem is you have to re-spray whenever it rains or if you water. Look in any big grocery, drug or hardware store.

Mothballs? I know they are supposed to keep rabbits away.
Actually you can buy something in a pet store that will do the trick.

I have heard that cayenne pepper is an effective deterant. Do not use mothballs as they are very toxic to animals and to the environment when used this way.
