What is the difference between the two, besides the ovious, and why do you have to have both to test for all allergies?

Having both tests is likely a vet preference. The clinic I worked at just did blood tests. Blood tests are more thorough...test for more things. They also tell you HOW allergic your dog is to those allergens. A scratch tests just shows that your dog will react to it. By having a blood test, your vet can have a "cocktail" custom made to prevent your dog's worst allergies. It will also give your vet the opportunity to run other bloodwork that may help your dog.

The blood test will indicate if the dog is allergic to something or if it has another illness that is causing its symptoms. If the blood test indicates that the dog IS allergic to something, the scratch test will help identify exactly what it is that the dog is allergic to so you can treat it effectively.
