My opinion is simple; it's a social thing. Human societies have "sexualized" the female breasts to the point that it became "necessary" to hide this part of the anatomy the way we hide our reproductive organs. Modern society continues to feed this "sexualisation" of the female breasts through media imagery, constant visual onslaught and of course, creating gravity-defying bras that make certain you can't miss the breasts. Breasts have become so sexual that even natural use of them (breast-feeding a child) has become "shocking" to the prude. Personnally, I find the human breasts to be just another part of the human body, but with all of modern society's consistant over-use of its sexual imagery, it is hard to keep an open mind on the subject.

because -
women have booobies and nookies,...
while men have "Pecs" not hooters or boobs. Men have to work really hard to get them to be impressive.
Women can get implants to make them as big or as ridiculous as possible.
Where as men, can also get hooter implants to if they decided to get their plumbing fixed and become a woman. But then thats another issue - entirely isn't it?
By the way, depending upon the local laws, there is something called "pasties" that a woman can use to cover up their "nookies" which allows them to run around in public without a top to cover up their breasts. Its a loop-hole in the law, which is why most men keep asking this question. But a lotta women won't wear these in public, because some women really don't have a rack that merits wearing them in public. Those that do, don't want to show off their goods prematurely.

that goes all the way back to adam and eve. Im some cultures they arent hidden,americans seem to be the most uptight about it. Instead of breasts being viewed for what god intended,to nurse a child,they are view as a sexul stimulant,which makes plastic surgeons very happy and wealthy!

well ill tell you, liek in these modern days, with mcds n whoopers n all, do u really want to see fat nasty women with out a top, not meee on the other hand...thin fit woman wouldnt be a problem to me,,, i say just ban fat ugly ones from going topless n the world will be a happy place lol

The law says women have to cover their breast whereas men can have theirs hanging out. Some men have bigger boobs then many women. I think this is grossly unfair. Either make it illegal for both to be topless or neither.

No, if we saw them constantly, everyday, we probably wouldn't be as drawn to them. Also, there are some breasts that I'm greatful are covered up (Grandma).

The hypocrisy and hype that surround this issue is astounding. The idea of women going topless in public is shocking, but only because we have been conditioned to expect otherwise – not because we are unused to the sight of breasts. They are everywhere: on billboards, in magazines, on television and flowing out of skin-tight attire. It wasn't that long ago when showing the ankle, the knee or the thigh was considered indecent. Times change and taboos change.
Breasts are sexualized in our collective psyche but, realistically, any part of the body can by sexual. Many cultures force women to cover their hair, as this attribute is seen as enticing to men. We have been making decisions about women's bodies based on concerns that men cannot practice self-control. This mentality relieves men of any responsibility for their behavior. Do breasts cause ogling? Does nudity cause sexual assault? No. These unfortunate situations occur regardless of women's state of dress.
Bathing suits and under things have grown skimpier by the decade, leaving little to the imagination. In fact, I saw a woman wearing a thong, face down in a park the other day; that struck me as just as – if not more – sexual than a naked breast. Strip-clubs, porn magazines, X-rated movies and wet T-shirt contests are examples of legal practices dedicated to the sexualizing of breasts.
The concern about children seeing nude breasts seems to be rampant, that is, if you believe what you hear on talk radio. How quickly our young ones go from seeing Mommy's breast as a milk bar to seeing them as taboo sexual objects. Flat-chested girls are wearing tiny bikini tops. I remember riding my bike as a child, shirt undone, enjoying the feel of the wind. I looked no different than my brother. It didn't take long until I was exhorted to "Cover up!" I learned that day that girls weren't allowed to do what boys did. It didn't make sense, but I learned to be ashamed.
Breast "appreciation" has become a North American pastime. Getting to second base is a rite of manhood. Yet, if breasts weren't forced into unnatural positions and shapes, if they weren't surgically implanted, uplifted and re-done, would they be as exciting as fantasy breasts? One would think that once the novelty wore off, they would be accepted as normal.
There seems to be a fear that real, "imperfect" breasts will ruin the carefully preserved illusion that breasts are sex objects. Yet, male toplessness is not viewed as sexual. Even though their chests and nipples can be erogenous and exciting to some women. And here's the "rub": If a man with a nice chest walks around uncovered, he puffs it out with pride. No one worries about women gazing at men. Topless females are seen as sleazy, whereas topless males exude machismo.
Men with imperfect bodies are easily forgiven. Flabby or skinny, hairy or hairless, it's all taken in stride. But think about the comments made about women! Our natural bodies seem to be repugnant. We know what men want to see: airbrushed photos, push-up bras, see-through negligees, flattering bathing suits – toplessness on their terms.

Because they are thought of as sexual. Did you know that in Ontario it is legal for woman to walk topless, yet I have yet to see a single woman take this option!
