Verdict is still out.
If the Lebanese government, backed by the UN, is able to disarm Hezbollah, or at least keep them from attacking Israel again, then Israel achieved its objective.
However, if the break only allows Hezbollah to regroup and rearm, then go back to attacking Israel, then Hezbollah won.
So, it's really up to the UN and what happens after this to determine the answer.
But what's most tragic is that whoever ends up winning, if anyone, it was the Lebanese people who lost. And they didn't want to be there in the first place.

Quite simply those who manufactured the armaments, those who sold those armaments and finally the construction companies who will have to reconstruct the damaged roads, infrastructure, and housing.
Other than that, who actually won the war as in who was defeated.
The greater winner was undoubtedly Hizbollah, as they have come out of this conflict with an enormous sense of pride in having achieved thhe first conclusive victory against Israel of any Muslim fighting force in the last 60 odd years.
Iran & Syria have also won in so far as their standing amongst the worlds Muslims has been enhanced.
The losers have been Lebanon & Israel.
Lebanon because of the collaterol damage to it's infrastructure as well as loss of near 1000 people.
Israel because there seeming invincibility has been punctured, their military is thoroughly demoralized, they have lost faith in their commanders as well as their politicians.
It is extremely doubtful that this will be the end of this particular war, sure there will be a rest from actual hostilities but only to allow the various combatants to regroup / re-arm, refinance and then once again mayhem will recommence.
I give resumption in 12 to 15 months.

Hezbollah, without a doubt. All you have to do is look at the aftermath...Hezbollah is celebrating in the streets, while Israel is looking for scapegoats. No one seriously believes Hezbollah will be disarmed, and they are now funding the rebuilding of Lebanon with Iranian money, so they will only build a greater power base.
During the course of the war, it was discovered that Hezbollah was in possession of rockets with far greater range than previously thought....which means just securing southern Lebanon doesn't really guarantee Israel's safety from further attacks.
I feel sorry for Israel, which is surrounded by a sea of hate, but I think their actions in this conflict were a gross miscalculation. The Bush administration prodded them on, and provided the missles, somehow assuming the outcome of "Shock and Awe" in Lebanon would somehow be different than the outcome in Iraq. The idiots in the White House apparently never bother to learn from their own mistakes.....

Iran was the biggest winner. The war diverted attention from their nuclear bomb plans, the public opinion of Israel was damaged, and not a single Iranian was killed.
Syria is also a winner somewhat as the dictator received a bit of attention. Like the leader of North Korea, he was suffereng from lime light withdrawal.
Losers are easier to spot.
Israel: Terrible PR
Hezboylz: Pushed out of southern Lebanon (supposedly)
Biggest loser is Lebanon though. The country is set back a dozen years and many billions of dollars simply because they could not rid themselves of terrorists after ridding themselves of Syrian domination.

Hezbollah did what no Arab army could...And they did it twice...They kicked Israel out of Lebanon...The moment that Israel agreed with the cease fire they lost...This was a defeat for Israel and also for US and UK...
But unfortunately the big losers are the Lebanese civilians,'cos they suffered the most from this stupid war...

comparing the scale of destruction I would say that Israel won, however I think Hezbollah won the ideological war and althoug the treaty calls for the disarming of Hez no one can enforce it

the war has to fronts, the physical and the ideological.
Israel might have won the physical aspect of the operation but clearly Hezbollah won the ideological part of it.
they are stronger now..........
