Well, you don't say how old you or your brother is, but I get the feeling that there is a bit of age difference. It's an unsaid rule that younger siblings torture the older ones, usually because they are jealous that you can do more, have more privelages, whatever.
Once in a while, do something with your little brother that he likes to do, play with him with what he likes to do. It won't always make him behave, but once in a while, he'll realize the nicer he is to you the nicer you'll be to him. Read to him, take him to a park or something, offer to help with his homework, anything that he won't expect. It'll throw him for for a bit and give you a little peace at least once in a while.

Okay, First things first, do not kill him. Strike up a deal with Him!! It depends how old he is. 3-5, Give him 5 pieces of candy every week. If you have to tell him to stop take away one of the candies. 6-9 Say you will buy him a video game every month. If you have to yell at him take 5 dollars off the price of the video game. If he is older than 10 every month give him 10 dollars. MAke sure you save it up in a piggie bank. DO NOT LET HIM HAVE THE MONEY!!!!!!!! Then go out and buy him a eletric scooter or something. Say you will buy gas for it.

When i was growing up i always tried to give my brothers a good wack, but talking kindly always seems to work better in changing their mind about things. Specially if you are make them understand the difference between right and wrong. Try to be his friend , if you become harsh on him he would see you as an enemy and just rebel against you.

why would you want to do that? are you a control freak? it's easier to control your own temper and change the way you look at your little brother. you get better results with this cuz its always easier to control ourselves than controlling others.
be more patient and understanding with your little brother. that's what's expected of a bigger sister.

You shouldn't have to control your little brother, that is your parents job. Tell the folks the situation and let them step in. Otherwise, if you try to do it yourself, chances are he will yell and scream and guess who will be the one in trouble!

Put him in a harness....LOL....but really.....let him live life....he might annoy you but only control him when he is doing something bad towards himself. For now...let him have his annoying fun. He is your brother....and most boys have lots more adrenaline and energy than girls do. Good luck...and just wait it out till he grows up a bit/

Lock him in a cage and hide him in the basement, and 3 times a day go down there, and feed him food.
