Is there any company in the US that sells glow in the dark clay targets or something like that?

i dont think they make them glow in the dark but they do make white ones.

Why asking/purpose, because you're planning to practice to do some shooting/hunting in the dark for ....?
Try going in glow sticks.

I would think that the companies wouldnt want to promote shooting in the dark...

For shooting? Shooting in the dark seems like a very very bad idea.
