I'm getting ORA-12154: TNS:could not resolve service name error when I tried to connect to Oracle 9i through forms 6i. How this error can be rectified?

Your connection to the database is via sqlnet. Sqlnet uses configuration files called tnsnames.ora and sqlnet.ora. The database you are trying to reach is not identified correctly in your tnsnames.ora file, or your sqlnet.ora file is adding a network qualifier requirement onto the database names via the NAMES.DEFAULT_DOMAIN definition.
Check the hostname, port (usually 1521) and database sid or service name, and if you have a value for NAMES.DEFAULT_DOMAIN, such as '.world' , then add that string to your database name :
dbname.world= (description=...
