Yes it could be and if you really want it to work you shouldn't try to speed it up or rush the situation. Just be happy with what you have right now and maybe it could change later.

I think you're lacking chemistry, which is really necessary to begin the glue that forms a relationship. Trust, deep love, etc. all take time to grow, but if you don't have that "zing" for him...it may be your nose (believe it or not) telling you that you're not interested in him that way. There are receptors in the nasal passageway that pick up unscented scents (if that makes sense, pardon the pun!) that are called Pheremones (a type of a hormone released...each person's scent is unique). You can't be in true love after such a short time (not usually; that takes time), but you do need to feel attraction and some passion at first.

Nope, If you don't have this feeling from the start, it's hopeless.
It seems more that you like who he is as a person, from an objective point of view but not from the heart. He doesn't make your heart beat faster.

It is true that a relationship built on friendship lasts longer but there should be deeper feelings buried underneath otherwise it will just remain a shallow entity. You will both end up being hurt in due time.

Love isn't always having that "fireworks" feeling, sometimes it is just being comfortable with the other, feeling safe, respected, trusted. Don't try to have more feelings than you do for him just because he says he loves you. Be honest with yourself, and if you have doubts, then maybe you just adore some qualities in him, but not the rest and would be happier just being friends.

Sometimes things have to go slow in order to work. But if you just dont think it will work out then you should end it asap.

you don't have to rush into anything. take it all at your own pace so you're comfortable. chances are that if you're confused about loving this guy, then you don't and that's okay. just take it slow and maybe those feelings will develop.
