It's telling you the system can not find the path to the program you are trying to launch. Your shortcut is not correct and you need to make a new shortcut or go directly to where the program is located and launch the application manually.

In cases like this, you have to tell Windows where to look for it. Right click on the program icon, go to properties, and there is where you can enter its path. Find where it is by doing a search for files. The results will indicated its specific location, and that will be what you enter.
