It is simply one of the many quirks in our language which changes depending on region and culture in this country. It is too bad that it gets you so furious because it is so common a mispronunciation that you are likely to run into it everywhere.

If the next word starts with a consonent, say thu. If the next word starts with a vowel, say thee.

it depends on the word next to the word "the"
if the next word starts with a vowel sound, it's pronounced as thee
ex. the apple --- it's pronounced thee
if the next word starts with a consonant, it's pronounced as normal
ex. the computer

Why the hell do people pronounce the word "a" as "ay"?
Or "them" as "dim"?
Or "that" as "dat"?
Simple... those people heard someone use the words that way, so lack of a geniune care for accurate speaking, they use the words in that same way.

You're supposed to pronounce it that way if the next word begins with a vowel.
Example.
Let's go to the store.
I need the(e) other one.
See? Both are correct.

It is done to emphasise that a particular thing is being talked about (as opposed to any old thing or "a") or that the thing being talked about is the epitome of that particular category (not merely just another example or "a").
