You should do some research and decide what you want with your camera. Some people want lots of manual control and speed and the ability to buy more lenses in the future, in which case a DSLR would be what you want. Some people want a little tiny camera that will fit in their pocket when they go partying with friends. Or maybe you don't need a little tiny camera but you don't want a heavy DSLR either. There are a lot of cameras with a lot of manual controls that aren't as big and heavy as the DSLRs are. The "best" camera in each case is waaaay different. There is no best, just have to decide what you want to do with it, and how you want to use it.
Some good sites to check are http://imaging-resource.com/ where you can check out his picks for best camera for different styles of users and lots of reviews. http://dpreview.com/ is really good too.

This all depends on what you want to use it for, and the amount of money you have too spend.
I use a Minolta dimage A200, good for general shots, and a mamiya 6x7 with a 22 mega pixel back for my pro work.
The Minolta cost around £240 and the Mamiya is worth around £14,000.
If you can't afford what I have then a Hassleblad at £3000 would be very good.

If you want the best and have all the money to spend, your search is easy. Since you get what you pay for, buy the most expensive model they have at BHPHOTO in New York.

I would recommend the Casio Exilim line:

They take nice photos, and very good high-quality videos. Radio Shacks sells a few of these models http://www.radioshack.com
