what does twinning of cities in different countries mean!!!!!!!!!!?

I am tourist tourin england wales and northern ireland. In many cities i have found saying this city eg. dromore ( NI) is twinned with USA.
Can any one throw some light on this!!!!!!!!!!!!!!please

Twinning started in WW2 when Vancouver, Canada supported one of the Soviet cities under seige from the Germans. This was obviously very worthwhile, but as the above two messages indicate, there is cynicism nowadays about the relevance of town twinning. For a lot of people it just means councillors get to go on jollies to their twin town. However, I remember my hometown in Canada occasionally had competitions with our twin in China, to see which city could get more people reading books from the library, or excercising more.

What it means is that the civic officials have decided to have free holidays at the taxpayer's expense. They pick a foreign city that sounds nice - then decide to twin it with their own city. This means that they then have lots of excuses to travel to and from the twin city, with the taxpayer footing the bill, and the host city providing free entertainment etc.
