For everybody an enigma means this:
something hard to understand or explain.

He most certainly is. It is unclear how one man can be so tough and rugged, and yet so bearded. It is unclear how he can be so deadly, without actually being either a) a ninja or b) a part of the Holy Trinity.
Consider the facts:
1) Chuck Norris sleeps with a nightlight. Not because he is afraid of the dark, but because the dark is afraid of Chuck Norris.
2)There is no theory of evolution. Just a list of animals that Chuck Norris has allowed to live.
3) Chuck Norris sold his soul to the devil for his rugged good looks and unparalleled martial arts ability. Shortly after the transaction was finalized, Chuck roundhouse kicked the devil in the face and took his soul back. The devil, who appreciates irony, couldn't stay mad and admitted he should have seen it coming. They now play poker every second Wednesday of the month.
Given the strength and weight of the science behind these claims, and considering that Biblical scholars now widely believe that Revelations is just metaphor for a coming day when Chuck Norris gets really pissed off, and of course taking into account the fact that Chuck Norris squared is the correct answer to both "Why are we here?" And "Where are we going?" and yet realizing that there is still evil in the world despite Chuck Norris having round house kicked it in the face last March; we must acknowledge that Chuck Norris is in fact an enigma. Possibly the greatest and most important enigma of our time.
More study is needed. But remember, if you can see Chuck Norris, he can see you. If you can't see Chuck Norris, you may be only seconds away from death.
