Irfanview is freeware, or you could try getting into The Gimp. Its a little technical, but has all the tools of Photoshop 7.

This is a terrific program it corrects midtones adds saturation and soften the skin U can lighten and darken the photo I urge u to go the sight and check it out for yourself This is 1 of the easiest programs for pictures I have tried out and it does a good job at that. You can use GIMP or Irfanview. Irfanview would be the easier of the two to use. Both are freely available.
GIMP is an especially powerful program and will allow you to do a lot more with your photos.

I have Jasc Paint Shop Pro 8. It will do everything you want to a picture and then some. Not expensive. Search for it on www.bizrate.com.

There is something called Picasa which you can download for free from the net. It does all that type of stuff and more! It is a really good program!

there are many programs you could use for such a thing.
'Industry standard' for such a thing would be "Adobe Photoshop".(used by an awfull lot of professionals ie: DTP(newspapers ect) and photgraph developers).
Personally i like "Paint shop pro" by jasc software.
both these products are capable of this and much more, limiting you purely to your imagination.
