Start with a passport from your own country. Once you have it, you need to apply for a visitor's visa at the American Embassy or Consulate nearest to you. The American visa regulations have become more time consuming since 9/11. Also check if there are any special health requirements that apply to travelers from your country. Book your ticket and when you travel, familiarize yourself with what you can and cannot bring into the United States. Last, you need American dollars and or credit cards. Hint: Using an experienced travel agent will facilitate your travel greatly. They will help you with passport, visa, health and currency requirements.

It depends on your country of citizenship, i.e. the country that issues your passport. For example, Canadians (and citizens of another 27 countries) can visit USA without any Visa for a maximum stay of 90 days.
For visitors from other countries:
obtain a US visa (to be stamped into your passport) from the nearest US Embassy/Consulate.
