It is a very large school district. I believe they said over 100,000 students. The way Texas gives money to the school is based on the attendance numbers. Roll is usually taken during the 2nd period. However, with 100,000 students there will always be a percentage of them who are late to that class. They are on campus but not in class for the roll. The school is trying to find a way to count these kids so they can get the money for them. The system should actually make the district money by increasing their student attendance count. Issues I have with it would be the tracking that could be done by third parties and how the system could be tricked to thinking kids are there when they are not. The system uses an RFID system. Each card has a chip that responds to a certain radio frequency. The school sends out the pulse and then the system records the returns from the chips. The chip itself should not contain any personal data so there should be no reason to expect an ID to be stolen. However, if a person had the right equipment and knew the radio frequency then they could go to the mall and get an idea where the kids with these cards were located at. That is an extreme example but I could see businesses trying to horn in on this for marketing purposes. Also, how will the district deal with kid who just leaves the card in their locker. That is on school property so it would appear the student was there. This could be a way for kids to have an easier time skipping school. They could have a friend carry their card for them. Also, without a teacher witnessing the student there then the school could just fudge its numbers and claim students were there when they were not. The current system has this flaw but it requires the teacher to be on board with it. In a large school district you would have lots of teachers who would object to lying. The schools will need to not try to use these locator chips outside of school grounds. If they do that then there would be some serious privacy issues. I can see a market for products designed to detect when the radio frequency is used. The school will need to be very careful to avoid lawsuits. There are other uses for the system. Quite often a school has to locate a student. These cards would make that a lot easier and quicker. In times of emergency then that could be very important. For instance, in a fire situation it could be used to see how many students are still in the school.
