Vespa makes a real tough one. The max speed for a moped is 30 mph, the Vespa does not quite reach that. The Puch is a little faster. A Garelli is also a good bike. On the Vespa you can have the clutch removed and have a machine shop rework the clutch, you can get 32 to 34 out of it on the flats for a 160 pound person.

I like my Tomos. I ride one of their Revival models and dollar for dollar value I think they are great. I bought my wife one six months after I bought mine. Vespa makes a great moped but the price is , I believe, a little high. Tomos is a company in Slovenia and has been in business since the early 1950's. One guy on the net said he had seen one with fifty-thousand miles on it and it was still running. Another guy on the net said he had just completed a trip of two-thousand plus miles. The Tomos engine can be replaced for less than three hundred dollars and it gets a little better than one-hundred miles per gallon.
