I don't think it would be out of the question. Find the right artist that can incorporate the keloids as a part of the tattoo.

Usually if the scars are at least a year old they can be covered.. BUT.. it depends on the size, thickness, and location of the scar, and the artist doing the work. A skilled artist who knows what they are doing needs to look at the scars and can let you know what will and will not work for that particular portion of skin. It tends to "hurt" a little more getting tattooed over scar tissue for some people, and if your skin is prone to keloiding then a tattoo may make things worse. Another thing to consider is that scar tissue is a completely different texture than normal skin and takes the ink differently so it may require a longer time to complete or heal. Talk to the artist you have in mind, or with some artists in your area and get their opinions.
