The level of proof needed to get an indictment is not very high, so it is easy to get. Once you get an indictment, you need substantial proof to get a conviction. So when someone has been indicted it doesn't necessarily mean that the proof will come out that shows their guilt. Which is why the "presumption of innocence" is important.

It means that when a prosecutor calls a grand jury, the odds are so strongly in favor of the prosecution that almost anyone can and will be indicted. Hence "you can indict a ham sandwich".
