Just sitting before the system(I assume its a computer system) would not help you to learn fluent english instead a TV might actualy help you. If I may make a suggestion, try this
Step 1: Start watching news channels like BBC, CNN and try to understand ther flow,accent, pronunciation and vocabulary. One you get to know whats going on in the world and two you just took one step in speaking english fluently.
Step 2:stop thinking in your mother tongue(your name suggests you may be a south indian) cos all of us have a tendency to first think in our mother tongue and then translate it in to english while speaking which often takes time in translation thats why you might have heard some saying few words and in between say aaan, umm cos they are trying to translate their thinking into english.
Step 3: Never miss a chance to talk in english, the more you use your langauge the better it becomes, just as, the more you exercise your muscle the stronger it becomes exception is your muscle may be over worked-up but not your language.
step 4:If you have fear in speaking in front of other, try speaking for a week for 10minutes about a vauge topic like your fav friend, a pen, a flower any topic which is so easy that you don't have words to describe it. (this actually worked for me)

Yes, you can learn English by using computer programs, a DVD English course, or even learning it by CD/ audio. BUT, once you've learned it, you need to prefect it by using it with a friend whom speaks English fluently.
I learned American Sign Language at first by book, but to really be good I took college courses. The teacher was able to help me make sure I was doing things correctly. The same with when I was learning Spanish.

No, the only way to be truly fluent is to talk to people in that language. The programs can't tell you if you are saying it correctly.

Probably not. But you can learn very good English by copying good writing from books and newspapers and by watching television.

u can learn english simply by reading the newspaper.. its very easy and cheap than learning from system ... it will cost u more to have internet.... read news paper it is the best source for english vocabulary..
