It's not a tax, it's a deposit. Deposit meaning when you return the can you get it back. So many people don't return cans that the government has tons of deposit money. I read an article about it once, it's amazing how many people don't return the cans.

That is intended to keep slobs from just throwing the pop bottles away at the side of the road. Even if the slobs throw them away a homeless person could pick bottles up to make some money. Either way the bottles are not laying around.

not all of the states have that tax on them. Where I live we don't, have it, but I think it is so that you will recycle the cans and bottles so that the land fills don't get full as fast..
