Part of this is due to cultural differences passed down over eons of time. In Great Britain, where they like to consider themselves the epitome of civilazation, and the most highly mannered, polite, educated & responsible, men (at least in the upper classes, or those that fancy themselves to be) are brought up to be help accountable for their actions, and take responsibility for their decisions. So, when a Brit. boy makes an advance upon a girl, he is backing up whatever the consequences may be (i.e., a pregnancy) with his life; hit & run is not an option for them, unless they do not mind being shunned by family & friends. With this comes a bit of arrogance: " I would not have asked, if I was not serious about you!"
At the same time, the British gals are brought up being aware of this expectation of the men of thier society, and are encultured to NOT turn down advances from a man they are truely interested in, since he would not be just seeing how far you will let him go, but is willing to make a life-long committment to you.
This made for some interesting dynamics during WWII, when we had tons of hot-blooded American boys mingling with the submissive gals from England--who had most of their boys already sent off overseas somehere, creating a male void in the dating game. Both parties walked away form each other feeling that the other group of people "sure are promiscious"!
(Conversly, one would surmise that if American gals were set up with the British boys, NOTHING would happen--but for some reason, this is not always the case.)
Anyway, some of this "culture" information is a bit dated, but attitudes such as these do not change overnight; rather take generations to fully transform. The availability to the masses of cheap, readily available birth control (esp. for women) has helped to speed up this change.

The english women I have met have very little differences from american women. It is english men and american men that are more different from one another.
In my openion the majority of men and women in england and america act in ways that have been generally accepted by their societies. Issues such as these come up when couples form from both societies. ie. you dealing with a pushy englishman. Maybe he is not considered pushy in england.
