A babysitter who will be from right in the neighborhood and only with the children (2 children - a 1 year and 4 year old) a few hours a week. I have so many girls in the neighborhood that want to babysit but some of them seem too young, and I just don't know because I never babysat when I was younger.
A mothers helper in my area is someone who mostly watches the children and helps with some chores while mom is home but busy doing other things. It's important that I am able to study while they would be here so I want someone old enough to responsibly handle the job even though I am home... Do you have any suggestions for the age I should look for?

Any Ideas as to what to pay a babysitter? I hope they will have an idea of how much per hour they will want but if they don't what should I offer to pay them well without over doing it?

In most places, classes are offered for young people to get 'certified' in babysitting, through school, a church group or something like the YM or YWCA. The class generally covers everything from keeping little children and babies entertained to emergencies. See if any of those girls interested in babysitting have taken a course.

If you plan on being in the home and only want someone to 'look after' the kids while you study, maturity is more important than age, but personally, I wouldn't recommend anyone less than 12 or 13. If you'll need to leave them alone for a short period of time, you'll want to check out your local laws. In our area, infants and young children can't be left with or under the supervision of a minor under the age of 16. It can be done, but if something happens while you're out, the legal consequences are too great for the risk.

As for pay, ask some of the mothers in your area what the going rate is. I would think a couple bucks an hour would be great or try exchanging tutoring for their time. If only just a few hours, 5 or 10, try offering a weekly pay of what you can afford, $20 bucks or more.

Being that you have a 1 year old i wouldn't let anyone under 16 watch anyone of them. but you also have to see how responsible they are and how mature they are. if they weren't watching the children alot of hours i would pay no more than 7-9 dollars and hour.you should just talk the money over with them and see what you both agree on that is reasonable

I would look for some one that is over the age of 16 and I would see how good they are with the kids and that. I would sit down with them and talk about pay and see what they want and maybe come to a compermise

Age doesn't equal maturity. You need to do as you would with anyone you hire for a job, but even more intense as you are dealing with the lives of your children. Get reference information, i.e. talk to people you know who know them. How well do you know them? What are their homes like? Their rooms? What kind of people do they associate with? Everything. If you aren't 100% on them, forget it. As I said it is your children, not plants. :}

As far as pay... I have no idea as I don't know where you live, but ask other parents what they pay as a guide.
