He can still mark his territory after being neutered. They do this mostly when they are feeling threatened by something. Are there strays hanging around outside? Did you recently get a new pet? These things can make them upset and they can start to spray.

Honestly I wouldn't throw them away if I were you. I'd probably just let them air out. Maybe spray some cologne or air freshener on them, than probably put them in a good area where you won't smell them and let it air out. I've had this type of stuff happen to me before. Since the cat is neutered the scent won't last as long as it would if he wasn't. My cats not neutered so you know. It will probably be a day or two before it does away. The best tip for future reference is don't leave anything on the ground I found that out the hard way. Its alot hard getting it out of my leather jacket when it happened to me.

Apparently you've done something to make your cat mad at you. And yes, even though he is neutered he can still spray, even female cats have been known to spray.
He may have decided that you are paying more attention to the comics than to him so he decided to mark them as his own territory thinking that you'd leave them alone.

ok all kidding aside. Has he been using the litter box? Or has he been climbing in, straining, and not making a deposit?
Sometimes cats, and mostly male cats, get urinary tract infections where they are blocked up or partially blocked up. Their urine starts forming these crystals and it is very painful to pee. When their bladder gets overfull to all most busting, they let go no matter where they are. Even if it was on a first edition Gulliver's Travels.
Take cat to vet. Something is wrong.

They're garbage, my friend. Nothing gets rid of that stench. You better keep an eye on him and the next time he raises his tail, give him a good swat and throw him outside. It doesn't matter if he's neutered. This is how cats mark their territory and once they start, it's hard to make them stop. But if you don't, soon your house won't be fit to live in. Tough love : )

You can buy an enzyme(like Outright) and mix it as directed and spray the books lightly and hang them by a fan to dry. At least this way they will be germ free.
ps. odor will be gone too.
