Ask questions all the time. When you're learning another language, you can never ask too many questions. Also, pick someone to help teach you. Choose someone who knows the language well. I do not mean choose someone who can speak it well, but someone who can tell you about grammar as well as punctuation. That is all very important in the english language.

If you are very new to English then you have to have a general idea of Tenses. On the other hand if you are good at grammar but you can not speak english publically then you should go for a spoken english class.

The easiest way is to dedicate yourself and motivate yourself. If it's something you really want, you can do it. Don't look for freebies, take a course at a college or service group.

never ashamed to speak english, try to speak to foreigner who speaks english...u'll become dare to speak and in no time, fluently in English....try hard and keep on learning....
