Any vet or dog groomer can help you with this problem. But before I went spending all kinds of money, Try bathing the dog with Palmolive (original) dish soap. Just dilute it with water. Approximately 1/8cup soap to 1 Litre of water. Be sure not to use to much soap in the mix as this will dry the dogs skin. But my dogs have never had any bad odours (other than being sprayed by a skunk, and this also works for that, just bath the dog three days in a row and the skunk smell is gone.), and this is what I bath them in once every week or two, depending on how dirty they get during the week. Also if you find that they smell more when it rains, this is just normal body odour. For some reason, and it doesn't matter what breed the dog is, they smell worse then normal after it rains. Wait for the weather to clear up, and then give him a bath. One more thing, if the dog still has his puppy hair, you'll notice a wet smell. Try giving him a haircut. But let the groomer do his first cut. This way the dog won't be so scared. If your dog does have bad breath, try giving it a hot dog once a day instead of his regular dog treat. Dog food itself causes bad breath in dogs. the hot dog will eliminate this odour. Dogs that are raised on human food don't have that so called doggy breath.

In my experience most Beagles smell, especially around the ears. But if it's just the wet dog smell, get some leave in conditioner and rub it on your hands, just a dab...and then run it all over the dog. Don't do this all the time and watch for skin irritation. But it works great. Then keep a bottle of dog conditioner or 'perfume' type stuff you like..on hand for occasions like this.

some times an exceptionally bad dog odour is due to skin disease.
Have your vet check him out next time you take him for his shots.
If he scratches a lot and have red skin, particularly on the belly, in the armpits and in the ears, and if his coat is either scaly or greasy get him checked out as soon as possible - not emergency, but as soon as convenient, as that need to be treated before it gets worse.
Also try to smell his ears and his breath. Sometimes all the smell comes from earinfection (needs treatment asap - not lifetreatening, but don't wait too long) The smell can also be from bad teeth, guminfection or skininfection at the lip-folds, because the folds of skin around the lips are moist from saliva most of the time - again none of this is lifethreatening, but need treatment - sooner = easier to solve= less hassle and less expense.

Give him a bath. Then check into.... Local pet stores carry pet fragrances, similiar to human cologne. Hounds naturally have a hormone that they excrete through their pours that makes them naturally smell a little worse than other dogs. However, when a hound gets wet, that just compounds the problem even more. If you are going to go the pet fragrance route, just make sure that you test it on a place on your dog's fur before dumping a lot of it on them so that you can make sure that they do not develop an allergic reaction/skin irritation from it.

Most dogs will find some remains of a dead animal to "re-odorize" themselves after you give them a bath. If you can prevent this by isolating them after a bath, it will help. There is a gland on dogs that can be squeezed by a vet (or owner) on a regular basis to prevent dog odor.

Use a shampoo that has a oatmeal base.
It helps with eliminating the smell.

I don't know if this is true for all beagles, but they seem to have a body oder.

check his/her ear, then after a bath (choose a good shampoo, just like us every individuals need a different kind of shampoo), make sure to dry him/her imedietly (with hair-dryer i suggest).
