There is no real answer to this question but what I have learned of what love is to me and that is the word LOVE itself holds the answer.......

(L)isten: and validate them by hearing and empathizing.
(O)verlook: their minor character flaws as they will overlook yours.
(V)alue: who they are and what they mean to you.
(E)xpress: how you love them not just with words but with actions.

Love is a perfect feeling, you cant really see anything else when you look straigt at it and experience it. you dont want anything bad to happen to the person you love, and in the romantic way it still applies but with a lot more affection. youll give your hart to the person you love because they return the favour and youll know exactly how that feels when it happens.
that in short is how you give your hart to one person.

do you love each other?
can you both be friends, trust, and talk to each other first?
does he UNDERSTAND you and what's important to you - does he respect all that's important to you?
do you enjoy each other's company?
do you both mingle with each other's friends?
is he mentally stable, or still a child in a man's body?
does he have the capability of being financially stable?
can he take care of you?
is his family ok with you and yours (and vice versa)?

you would hardly get a "yes" for all of these, but if you do then he's the perfect one for you

even if you get 75% of them as applicable.. take him!!
