Identical twins are exactly genetically identical. They are created by one sperm, one egg, which for reasons unknown, divide to make two exact same zygotes. So, identical twins are 100% genetic copies of each other (ie truly identical even though they may look slightly different from each other). Therefore, no one in the world can match that EVER.
Fraternal twins are different in that they are created at the same time when 2 seperate eggs get fertilised each by a different sperm, so they are just brothers/sisters fertilised at the same time.

No,
Genetically - even if it were probable (which it is not) they would have different life experiences which means that they would not be exactly the same as you. Every injury you have, food you eat, medication you take, the air you breath (and its contents) makes you different - exactly is one heck of a standard! Now, it is possible for the same genes or DNA to create an "identical" twin, but it would have to be from your parents, and the odds of that occuring, all the same genes are estimated to be nearly 1 in 100 trillion. That means your parents would have to have 100 trillion children before they could guarantee two that were exactly alike (other than them being true identical twins, ie, from the same egg).

It may be possible that there is a person out there who looks like you that lives far away, but it is psychically impossible to have a biological identical twin without being related to that person.

Even identical twins are not exactly the same as each other.

And by definition, identical twins ARE related.
