Krystal is the best so far. Don't get caught up in my choice of words, the intended meaning is clear.
Generally speaking if are just going to attack a person, or piss around over semantics, then you may as well not bother discussing anything at all.

My suggestion regarding semantics does no apply to Pandak, who has provided an excellent discussion of the matter.

In fact, I'm not sure if anyone else should bother answering unless they have read Pandak and think they can provide any more insight.
By the way, apologies for my typos and errors, I just couldnt be bothered making the effort today, and I'm lying in such an awkward position I can barely type at all!!!

Both are, because one of them is wrong, but both are so sure that they're right.

Let's be clear about what arrogance means. It is an attitude of superiority manifested in an overbearing manner or in presumptuous claims or assumptions.
Some, but not all, religious believers are arrogant in this sense. Some, but not all, atheists are arrogant in this sense. Most rel;igious believers who are arrogant about their claims base those claims on their belief in some capacity to attain certainty in knowledge (about god etc.). Atheism, on the other hand, is usually based on a reasoned argument to the effect that there is no certain knowledge. The denial of the existence of god is based on reasoned argument--not faith. For the most part atheists are rather humble people, for they humbly reason that there is no certain knowledge of god and any reasonable assessment of the possible existence of the gods as described by the major religions is simply absurd. There may well be a god, but it is not like the gods of the religions. For example, the Christian god is an arrogant, genocidal, egocentric maniac and as such cannot be a god (omnipotent, omniscent, etc.).
I would thus say that some atheists and religious people can be equally arrogant in their attitudes, but that for the most part you will find more arrogance among the religious people because they have nothing but emotion and faith in their arguments, while atheists have reason and rationality in theirs.

Arrogance is the extreme of ambition which ambition is useful in trying to get to an answer. Arrogance slides to conclusion on subjects and never wants to know anything different.
Speaking of people who are in the arrogant column:
The problem I have with atheists in this arena is they try to prove religion false so much. When you tend to break them down, they turn out to be religious growing up and are still rebelling. This to me is not a true atheist, just a disbeliever. I have met some that were adamite that evolution is the true belief yet they still are fascinated by certain religious literature. It is like they have jumped out of the religious pool but like to stay close just in case they need to jump in. The appearance is that emotion is driving them to not believe in God and their emotions are driving their intellect to find reasons why not to believe. It is masquerade.
The problem I have with religious people is even in the face of facts that disprove certain beliefs, they will defend it to the death. This blind faith mentality does not serve anyone, not even God. I have pointed out flaws in numerous religions to people and they in spite of the obviousness will try to explain it. Instead of saying to themselves that this is wrong and I should explore it, the easy way out is to deny it and forget about it. Religions are an invention of man to try to understand God. Even Jesus made statements like the Sabbath was made for man not man for the Sabbath. The principal is that religion is made to serve and help man not man to serve it. Religions have long used guilt and shame as driving emotions to control people. The threat of hell or heaven based on your participation of religious ideas on this earth. Would God really leave an eternal decision such as life in Heaven or Hell to people that cant decide even what TV show they want to watch that night? I am more inclined to believe that we are judged on what we do but anything afterlife God reserves those decisions for himself. Eternal decisions to be made by eternal beings and temporal decisions for temporal beings.

They are both arrogant, but to different degrees. To claim knowledge of something that is absolutely baseless takes quite a bit more arrogance than to claim knowledge of it's absence.

This atheist claims there is no credible evidence to support God belief.
Which there isn't.
People who claim to be God speakers are far more arrogant than anyone on the planet. And, thumpers routinely claim they speak for God. As in, "God said (blah, blah, blah)."
