Start with "Hi" and when she responds (probably with "Hi") say "Wanna go do something?" and go from there.

"Quiet, shy and reserved" are polite ways of saying that a man is weak and doesn't have a lot of character or strength. This would be like asking: "How can a person who doesn't have any skills get a good job?" The answer is to GET the skills.
Start standing up for what you believe in and develop some character. You might even need to send away for Charles Atlas's course on building your body and learn some martial arts while you're at it. Anything except asking how a "reeserved" man can get a woman. YUK!

Ask some people who might know a shy lady. If you are shy, then look at the common grounds that a shy lady too, might be having this same problem.
Also, believe it or not, the internet is a great place for shy people, because they don't have to reveal whatever they don't want to reveal. That's the best quality for shyness.
If you have no contacts in real life for meeting someone shy, try an online dating (paid) service where you can look into meeting a shy girl. Technology can be a freind here!

For friendship? Well just act like yourself...but dont act shy alone..it will take some courage and start talking to this girl and if you share any interests talk about that then eventually she'll get to know you and you might become friends.

Start by coming out of your shell and say hello. Some females actually like shy guys but you got to start somewhere. Say hi!

just leave it alone...in my experience...and i've had a lot of crushes on friends...and have tried everything from drinking to being up front and honest...you're friends. if she wants you...she'll let you know. if you're talking JUST friendship...observe her (not stalk) get some ideas of what she likes and make yourself familiar with the topic and strike up a convo.

Well if your really shy, the best medicine is laughter. I am shy myself, but I find smiling (for no apparent reason) when I am around people helps. It "breaks the tension" for me and it lightens the mood.
