Unless you subscribe to Yahoo Plus Mail you cannot use Outlook to send mail from Yahoo. If you have Yahoo Plus then you will need to configure your Yahoo mail to allow POP3 access and then (obviously) you will choose POP3 when configuring Outlook.
Yahoo Plus costs about US$20/year to get.

Try YPOPS!, a free program that allows POP3 access to Yahoo! Mail. There's instructions on the site on how to configure Outlook.
