The FBI and other LEO agencies have researched this extensivley. And there is no simple answer. However, yes FMJ bullets are better at penetrating the structure of a vehicle than hollowpoints. This is due to the less rapid expansion of the round. Hollowpoints are designed to expand rapidly and dissipate energy quicker. Another factor is the angle of the trajectory. A steeply sloped windshield can sometimes deflect a round more than a trajectory that is perpendicular to the window.
Also windshields and sometimes rear windows are thicker than side window and usually have a layer of plastic sandwiched in the middle. This can make the glass harder to penetrate. However vehicles offer very little protection on average from weapons fire. The only part of a vehicle that can be used for
safe cover from fire is the engine. Most other parts of the car only offer concealment, not cover. As in all other aspects of ballistics the larger the caliber and the faster the round travels the more likely the round is to penetrate and find its mark.

hollowpoint bullets break into little peices when they hit something. the little peices have a harder time penetrating car body panels than a full metal jacket bullet would. whether hollowpoint or solid, 9mm para caliber bullets dont peirce car doors well. as for windows, that may cause the bullet to deviate from its intended target and hit somebody else that they didn't aim for. bear in mind that if a policeman shoots, their life is in danger and they might just put several shots into the passenger portion of the car and kill everyone inside.

Shooting suspects inside cars is very hard since the target is not determined to be hit and cannot be seen from the outside. Further, bullets cannot penetrate the metal parts even with the use of full metal jackets.

It is not that hard. First, try shooting the tires instead of just finishing him. If it is too hard, try shooting through the side windows. They are more weaker than the front and the back. No your not wrong to assume hollow points don't do a good job penetrating windshields. Steel bb's that you shoot is a harder metal than lead.
Hollow points are designed to expand once it hits something solid.

my brother is a policeman, and they were told during their training that the only secure place to hide during a shooting is behind the engine block of the car.
hiding behind the doors (like seen on movies all the time) is not sufficient.
