Hi there...if she's in heat this definately will cause females to spray or urinate in inappropriate spaces. If she wasn't in heat, then I'd consider making sure there are no other medical problems as some felines develop crystals from a high protein diet (which is fine for most cats, but some have problems) which causes painful urination. Additionally, if she has any kidney or an urinary tract infection this may also be a culprit.
For future info on cats that inappropriately soil the following info helps. But keep in mind this doesn't apply to females in heat.
If she checks out to be fine medically then it's a behavioural issue. Types of litter can make the cat avoid using their box so experiment with different brands. There's one brand called Cat Attract that sometimes has been known to be effective to retrain cats to go in the litterbox.
Location of one box should also be moved near the bathroom mat as well if not already. Some cats smell our business and think they should be going there too. I realize one bedroom apartments can be cramped especially in the bathroom, however this may be a key determinant to find a solution.
Also box types and size can be another concern. Some cats don't like lids/covers on their boxes and others don't like open/exposed boxes. Some want a bigger litter box and others more cozy. Again experiment.
If you can catch her urinating on the mat...quietly and gently pick her up and move her to the box. After she finishes give her a very special treat (not her usual meal food). Sometimes cats begin to rewire their learning realizing they are doing something that is rewarding and get a prize for that location not the act of peeing. I understand it will be difficult to catch her all the time, but when you do be sure to always have that special treat available after she finishes ONLY in the box.
Another thing is to try is remove the mat by draping it over the edge of the tub. By removing a familiar source she should return to her box which should be nearby.

Get your cat spayed. I volunteer for a cat rescue...there are too many homeless cats and kittens out there. Also for every heat your cat goes into, the higher her chances are for getting breast cancer.
The heat cycle will cause her to urinate on the bathmat, however if it is one of those bath mats that has a backing on it to prevent it from slipping around, that will attract her to it also. Wash the bathmat thoroughly and then pour Nature's Miracle or Simple Solution on it, let it dry on it's own.

The female cat has these tendancies to urinate in the most awkward places when on heat, why I have no idea why they do it but I have had a couple of females that went on heat and they all did this. Just get rid of the mat and put her litter box in it's place. You must remember there is a weird change going on in your cat at the moment and she does not know what to make of this, and therefor her behaviour is also very weird to try to adapt to the changes taking place

Cats in heat especially mark their territory, even if they are very well litter trained. If you aren't going to breed your cat, i HIGHLY recommend getting it fixed. Not doing so can cause some very bad health problems, including cancer. Another typical reason for a cat to be peeing outside of the litter pan can mean and infection of some sort, a urinary or kidney infection. Its their way of getting your attention. Id definately recommend taking to the vet as soon as you can.

Is the bath mat new? Some mats have something in the backing that smells like a litter box (to the cat--not humans). If this is the cause you will have to get rid of the mat.

Well, think about this for a second: Have you done anything to upset her routine? Have you changed anything, such as moving her bed, scratching post, foodbowls, or litter box? She may be telling you something that she wants you to know. Although I'm not sure if her being in heat causes it, you could try and neuter her, if you are willing to pay for the vet fees.

well this might not be good on cats but is on dogs maybe you could buy these thing where dogs or maybe cats could pee and poop on or just move the litter box where the bathmat is

Take away the bath-mat. Your cat might display separation-anxiety symptoms for a short period after this But we all need some discipline once in a while :o)

omg..you like your cat in heat or what??? Get her fixed asap...gross...female cats are so freaking horny, they make me sick. I read someone had a female cat in heat, all she does all day is meowing with her legs open(tummy up on the floor)...man...sluts
