Because the mere act of handling a ketchup packet to open it will force the excess vinegar and water back into the rest of the ketchup. Also because the packet is vacuum sealed the pressure doesn't change inside so the amount of "runny liquid" is VERY Small.

I have always wondered that, what a good question. Also, I wonder why on a ketchup bottle is shows the "best before date for consuming" but never on a ketchup packet??????????????

Ketchup packets have no room for shaking. I suppose you could squeeze them a bit if you wanted to.

u cant really shake ketchup packets. and if u dont shake the bottle of ketchup the liquid will come out first. packets dont really have it

because when u squeeze a packet the ketchup gets mixed therefore no need to shake, just squeeze

b'cos ketchup packets dont have that much ketchup which need a shake. and whatever they have is already shaken while opening the packet.

Because they didn't think a practical person would feel the need to shake such a small container. I'm sure if you wanted to try and shake a packet, you could go ahead and do so.

ketchup packets are "shaken" while you squezze it off. Also because it is much smaller so it has less chance to settle down.

You can just knead a packet like dough and it's mixed.
