The oldest written records of each of these languages are roughly about the same age. Sanskrit is an Indo-European language and is very close to the ancestor language of many of the Indo-Aryan languages. Tamil is a Dravidian language closely related to Malayalam. The Dravidian languages predate the Indo-Aryan languages on the Indian subcontinent and there are pockets of Dravidian spoken all through India. Sanskrit was probably a living language about 3500 years ago. Tamil separated from Proto-South Dravidian at possibly the same time. Sanskrit's ultimate provable origin is in southern Russia with the other Indo-European languages. Tamil's ultimate provable origin is in India with the other Dravidian languages.
EDIT: In the time it took me to write this someone said that Tamil derived from Sanskrit. OMG. Tamil and Sanskrit are completely UNRELATED.

I would say Sanskrit. Sanskrit has been used by the educated classes in India for literary and religious purposes for over two thousand years. It achieved this status partly through a standardization that resulted from a long tradition of grammatical theory and analysis. This tradition reached its height around 500 B.C. The earliest Tamil inscriptions date from c. 200 BC

Sanskrit language came from the middle east through the people who settle down in the indus valley. I am quite sure that tamil is older then sankrit as the people using tamil, known as "Dravidians" (todays south india) were already flourishing here when the indus valley civilization was just begining.

Vedic Sanskrit registers the earliest work of literature in any language (the four Vedas).
Prakrit which later evolved to Pali can be termed as lingua frenca of ancient India. It also deserves the owner of having most Buddhist literature written into it.
In early 5th century BC Sanskrit was codified and standardized by grammarian Panini.
