It determines how many have gone through that states system. If your a #248775 it tells if it's your first time being in Prison, or how many have been through the system. Example: the letter determines how many times you have been to Prison. A=1 time, B= your second time, C= your third time and so on. The number is how many different inmates have gone through. Example: #248775 means there have been 248,775 different prisoners who have done time. If you go back to prison for some reason you get back the number the system gave you when you first did time.
So if I did 5 years in prison, and my number was #248775 , then got out, and came back 8 years later, I would still receive #248775. I wouldn't be issued another number. Also I would be a B prefix because I'm back in Prison for a second time.
The reason the inmate numbers haven't reached a million yet is because a lot of your inmates have done time before, so they just get their old number back. But again this number only state's the amount of Prisoners that have been to Prison in that State, not in the whole United State's.
And surfer is wrong, Officers always call you by your regular name. They hardly ever call you by your number.

The inmate number is the inmate's new identity. You do not call an inmate by his former first or last name, his new name is just a bunch of digits. That's what he gets for breaking the law.

It doesn't. Inmate numbers are internal numbers used to keep track of the inmates, when they come in, where they are, and when they leave.

ok.... an inmate would be given a number & in the inmate world... this is how someone can pull them up or get mail to them...

There is no relation. That is just an identification number given when you enter prison. The number is used to get their mail or that is how they are know in prison. You are not an individual in their....you are just a number. Hope this helps.
