I hope this isn't just a frivolous idea brought on by anger. Because once you make those accusations you won't be able to recall them. The chief of police reports to the city council. So that is who you would report a complaint to.

Usually theres a police commision you can write to with a complaint

Citizen review board or Internal affairs division...

Although a staff sargent should take a report first.

go to the police station and file a report you need the name and badge # of the officer

i would look under your state before I would look under your city... you just google up exactly what you want to know... but remember... the city is corrupt... no not really but the state would be were I start.
