I think it could be an act of dominance....Even if he is a puppy, he could be establishing his dominance over your other dog.....Dogs are pack animals, and one will always try to be dominant over the other/others....

It's either 1) your new dog is trying to show the other dogs that he's dominating or 2) he's just playing around with the other dogs.
But it's better to train them not to do this.

i have two dogs and they always lay on top of each other and get really close when they sleep its cute. its probably just a security thing

maybe they are just playing around like all dogs do.
or they could be gettig used to each other...
