Beef is very high in protein, and sometimes fat. These are huge macromolecules that require special enzymes (which can come in a limited supply) to be broken up into smaller lipids and amino acids, which your body can use to to generate ATP, its main source of energy. This is the opposite of carbs, which are just little sugars strung together in chains. The links of these chains are easily hydrolyzed by things in your stomach such as the acid and even water, and thus break down into usable bits more easily. Your body will also have to go through a slightly more complicated metabolic pathway to process these things than it would carbs, but I'm not sure if this has an effect time-wise.
What I am getting at is, it shouldn't make you tired per se. It just releases its energy over an extended period of time.
One thing I can think of that might make one tired is that your body is smart, and will divert more blood to your digestive system to process the food. This is just my own hypothesis; I've never seen in my still nascent career are a biotech geek.

Actually it goes faster than digesting vegetables. You get tired if you eat to much because then the stomach demands more of the energy your body has.

It depends on the quality of the meat weather It makes you tired or not. I used to go to this really fancy resturaunt a while back and when I got done eating the beef there I would feel drowsey, and I wouldent feel drowsey eating store bought meat.
