Freshly washed hair that has been washed 24 hours in advanced. The color will not take well on oily hair.

If the dye contains ammonia(or bleach) oily would be better, it helps it retain natural oils without drying out the roots. If it does not contain ammonia(or bleach) then clean hair would be fine. I have been bleaching for 10 year.

oily (not too dirty tho!) because the natural oils in your hair will help protect your hair and especially your scalp from the chemicals in the dye. It may help avoid chances of getting cancer from frequent dying of hair in the long run.
