Babies of any animal are cute. Something about the way our brain interpreters the vision of these miniature versions of animals makes them cute.
Puppies are particularly cute partly because they have big ears and big paws that they haven't grown into. They have certain features which are exaggerated. This makes for an extra-cute cartoonish effect.
My puppy is the cutest one of all time by the way.

Puppies are so cute because they run around following you everywhere you go and when you turn around they fall on their back so you can scratch their tummies. And when they see you aren't feeling well, they come up to you and nuzzle you on the elbow so you can hug them and they can make you feel better. I love puppies!

They are innocent like babies. As humans we like to watch them discover things for the first time. Plus, they love to nuzzle your neck. so cute.
