Yes, there's always people (locals and tourists) walking on the bridge. You will also notice police cameras along the bridge. Since it's a target that is very HIGH on the terrorist's list, you can be sure that the bridge is monitored by the local police and federal authorities 24 hours a day.

Here's the problem, once you are out there, there is no place to go if you run into trouble, except for over the side or into the roadway. Still if you go at twilight you'll probably have the company of joggers, bikers and people walking home. Of course if you move too slowly and keep stopping you might attract the attention of someone who will think you are a terrorist.

Yes, I've done it a couple of times...run if any creepies approach you...but usualy there are plenty of other joggers, bikers, tourists, and smooching couples to keep you company.
