Good question....I usually have one hand on wheel and the other over the back of the seat so I can face rearward to see the other cars I am trying to park in between.

Since you need to look over your shoulder to back up correctly (and not have points taken off), one hand on the wheel, one hand on the passenger seat is fine.
I never take points off for doing it the way I just mentioned.

Whether it's a law or not, I can't say, but you are ALWAYS better off keeping both hands on the wheel for a drving test.

try to keep your hands on the wheel but make sure you look around they love to se you looking around
