1-I would definately call the non-emergency police number and tell them exactly what is wrong and when it happened. (look it up on the internet...google.com...search: non-emergency police number of (city/state you live in).
2- don't tell your loud neighbour anything...because if the police comes and give them a warning..they'll think it's you that called and might bother only you
3-if you call the police, they cannot tell your neighbours that you called about them being loud...so don't worry..pretend there's nothing wrong
4-I asume your neighbours will keep being loud, so if they don't stop, keep calling till they get fined.
5-you have to be patient, it will take time till the neighbours finally stop

Did you try notifying your landlord or whoever owns your apartment building? If that doesn't help, try calling the police. The police will come and give them a warning and if it keeps continuing and if the police have to come back, they will write a ticket to your neighbor.
I had the same problem. 1st time I called my landlord. He said something to my neighbors, but that didn't work. 2nd time (different night) I called the police. They came and warned my neighbor. My neighbor was mad and when the police left, my neighbor purposely made louder noise. So, I called the police again, the police came back and cited him a ticket and after that my neighbor was quiet throughout my lease.
So that's my advice!

Depending on where you live there is a noise bylaw ,,it is ussually 8 -8 ask you local city hall police sometimes wont give you a answer more work for them , get a letter from your municipality and you have something to work with when you call the police , also you can check with the landlords to let them know whats going on .What about the other nieghbours do they want to get invovled ? there are other places for that, its called a park or a bar . good luck

You need to call the police department and see what time the noise ordinance is in effect. Usually around 10 pm. Any loud noises after that time call the police.
Call anonymous so they don't start harassing you for calling.
Any times before then, not much you can do.

Call the police non-emergency number. State your concerns. They will probably have an officer stop over and talk to them. Your town may have curfew hours for minors and quiet hours.
