There is no official or unofficial time difference in any part of china except some oddity in Xinjiang Province that is explained by me here:

Dinner time in China varies, as it does in the U.S. but in my three years of living in China, I have observed that, in general, people eat dinner earlier than in the U.S. In particular, students like to eat dinner near 6:00pm but you will see people in restaurants at all hours.
Grand dinners are very common among those living in western China for a hundred different reasons, even for mourning a divorce. Students after graduation may have to go to 6 or even 10 grand dinners to see off each of their close friends. These celebratory dinners often begin at 6:00 and continue until 10:00 with lots of drinking at the restaurant dinner table. There will be a toast for each sip of booze; no drinking without a toast.

No time difference between this two ciites. And some people eat early and a lot actually NOT. In Beijing, there are more and more 24 hours restaurants now.

dinner time is dinner time...think of the comparison between NYC and LA....obviously there would be less light in NYC than LA at say 8:30 pm , if they were in the same time zone.
while it's near dark in Beijing at 8:30 pm, in Xinjiang, far to the west, there is probably still 2 more hours of light remaining at that time.

China, unlike other large countries does not observe seperate time zone, therefore when its 8am in Shanghai, it is the same time in the far west of the country as well.
The whole of China, gets up, goes to work, and sleeps at the same time...Hong Kong, Macau, Tibet and Taiwan included.
The problem with this system is that although it might be 8am in the whole of China, the sun will be up in the East and its Dark in the west, similarly in the evening it might get dark in Shanghai at 7pm and still be sunny in the west till 9 or 10pm.
