If you added flat (non gassy) water to sda, you would
reduce the amount of gas per drink, so yes, it would make
it less gassy PER AMOUNT CONSUMED.

However, lets say you planned on drinking 1 litre of soda, decided
that was too much gas, added another litre of flat water and
then drank the resulting 2 litres of soda/water, you'd be taking
in just as much gas ... and pee a lot more.

I think adding water would just make it watery. The gas has to 'escape' from the liquid. When you shake a soda, the fizz is the gas escaping. My daughter likes flat sodas. Just shake the soda and slowly release the gas. Do this repeatedly ... being very careful with the top ... until you are able to shake the soda and get little or no fizz. Then the gas will be gone (or reduced to the level you want)

No, but stirring it up to get the bubbles out will.

Or choosing a non-carbonated drink would be an idea! Like: water, iced tea, lemonade, limeade, fruit juice, sports drinks, flavored water, Kool-Aid......

No. It would make the soda very flat and therefore less enjoyable.

yes, and instead of drinking it right out of the can or bottle pour it in a glass this will also remove some of the gases.
